What Chris underplays is the needed cultural change. For this to work (and I’m convinced that it must) a large percentage of the population needs a background in logic and data. There needs to be a basic set of skills across the population to kick start this.

In the MOT example the DMV should set the MOT period at the age where an agreed number of cars fail. For example, if the threshold is 5% and that threshold is met at 38 months that should be the point for the test.

We could also set make and model specific dates. It makes logical sense and is how most large scale manufacturing organizations work; however I couldn’t see that making its way through Parliament!
